  • In Israel and the occupied and autonomous territories, the ICRC works towards ensuring the faithful application of international humanitarian law (IHL), and above all the Fourth Geneva Convention relative to the protection of civilians in times of armed conflict and occupation.
    Its delegates monitor the situation of civilians in the occupied Palestinian territories who are affected by the existence of the barrier, by settlements and outposts, by economic constraints and restrictions on access to essential services. Where necessary, they take matters up confidentially with the Israeli authorities and seek improvements.

    ICRC delegates visit detainees held by Israel and by Palestinian authorities; they facilitate visits by their families and the exchange of messages.

    The ICRC has a range of assistance and support activities for Palestinian families affected by the violence. These range from helping families (livelihood support projects, rehabilitation of the water supply) to providing supplies for hospitals. During the fighting in Gaza in May and June, ICRC delegates worked to ensure safe passage for the wounded and distributed essential items to medical facilities.

    In the occupied Golan, the ICRC's activities focus mainly on re-establishing and maintaining family links between the 21,000 Golan residents and their families living on the other side of the demarcation line.

    The ICRC works in cooperation with the Israeli Magen David Adom and the Palestine Red Crescent. It strives to raise awareness generally about international humanitarian law and the obligation to respect it.

      Gaza: plight of civilians traumatic in 'full-blown humanitarian crisis'
      Increasing numbers of civilians are dying or injured in the escalating crisis in Gaza. At a press conference in Geneva on 6 January, the ICRC's director of operations, Pierre Krähenbühl, described the situation of civilians in Gaza as intolerable, and called on the parties to the conflict to make it possible for the ICRC and the Palestine Red Crescent Society to reach people in need.

      The International Committee of the Red Cross (ICRC) is gravely concerned about the escalation of violence in the Gaza Strip, following a series of air strikes by the Israel Defense Forces. In Israel, civilians have come under attack from rockets launched from Gaza that have killed at least one Israeli and wounded several others. Hospitals in Gaza are overwhelmed by the influx of wounded and the ICRC has called on all sides to the hostilities to respect international humanitarian law.       Israel-Lebanon: transfer operation completed
      The transfer operation between Israel and Lebanon was completed at sunset on 16 July, when the remaining ten ICRC trucks and trailers containing 185 coffins of human remains crossed from Israel into Lebanon and were handed over to Hezbollah representatives. Eric Marclay, the ICRC's senior deputy head of operations for the Middle East and North Africa, provides details on the handover and describes the ICRC's role as a neutral intermediary between Israel and Lebanon to facilitate the handover of freed detainees and human remains.

      Gaza: fear reigns as air strikes continue
      Israeli air strikes continue to hit Gaza, resulting in further casualties, including women and children. The streets are almost empty, with the population too frightened to venture out. Most only leave their homes in an emergency, or to find food. The majority of shops remain closed, including bakeries.

      Gaza: humanitarian needs increase despite aid
      With air strikes continuing throughout the first night of 2009, more casualties have been arriving at Gaza hospitals. According to the Palestine Red Crescent Society (PRCS), seven civilians were killed, including one child, and 17 were injured. Further damage was reported to homes and administrative buildings, including hospitals. This morning, the streets of Gaza were largely empty.

      The humanitarian situation in the Gaza Strip remains extremely difficult despite the truce between Israel and Hamas. After more than a year of tight closure imposed on its territory by Israel, Gaza is close to economic collapse. Although 30 per cent more fuel went into Gaza in June compared to May, other commodities remain in precariously short supply. Fragile as the present ceasefire may be, the ICRC hopes that it will help ease restrictions and significantly reduce the number of people suffering as a result of incursions and military operations.
